Remit 1
113. GENETIC DISORDERS
(a)Hyperkalemic Periodic Paralysis Disease (HYPP). The PHANZ will require HYPP testing of horses carrying the
‘Impressive’ Bloodline and all Imported Mares & Stallions. A positive horse by the term of definition is HYPP N/H &
HYPP H/H. At the direction of the Association, all horses bred from stock which is HYPP N/H or HYPP H/H are
required to be tested for HYPP. An official testing kit is available from the PHANZ office. No horse bred from HYPP
N/H or HYPP H/H stock will be registered unless tested for HYPP. Test results are to be marked on the horse’s papers.
No positive foals will be registered unless gelded or spayed. Imported horses or International horses registered with
the PHANZ for the purpose of frozen semen or foals resultant imported embryo must have their HYPP status on file.
(b) Hereditary Equine Regional Dermal Asthenia (HERDA). The PHANZ will require HERDA testing of horses carrying
the ‘Poco Bueno’ Bloodline and all Imported Mares & Stallions.
A positive horse by the term of definition is HERDA Hrd/Hrd & HERDA n/Hrd. At the direction of the Association, all
horses bred from stock which is HERDA Hrd/Hrd or HERDA n/Hrd are required to be tested for HERDA.
Testing forms are available from the PHANZ office. No horse bred from HERDA Hrd/Hrd or HERDA n/Hrd stock will
be registered unless tested for HERDA. Test results are to be marked on the horse’s papers.
No HERDA Hrd/Hrd foals/horses will be registered unless gelded or spayed. Imported horses or International horses
registered with the PHANZ for the purpose of frozen semen or foals resultant imported embryo must have their
HERDA status on file.
No HERDA n/Hrd stallion/mare shall be breed to another HERDA n/Hrd stallion/mare.
(c) Glycogen Branching Enzyme Deficiency (GBED). The PHANZ will require GBED testing of all horses imported.
A positive horse by the term of definition is GBED Gb/Gb & GBED n/Gb. At the direction of the Association, all horses
bred from stock which are GBED Gb/Gb or GBED n/Gb are required to be tested for GBED.
Testing forms are available from the PHANZ office. No horse bred from GBED Gb/Gb or GBED n/Gb stock will be
registered unless tested for GBED. Test results are to be marked on the horse’s papers.
No GBED Gb/Gb foals/horses will be registered unless gelded or spayed. Imported horses or International horses
registered with the PHANZ for the purpose of frozen semen or foals resultant imported embryo must have their
GBED status on file.
No GBED Gb/n stallion/mare shall be breed to another GBED Gb/n stallion/mare.
(d) Polysaccharide Storage Myopathy (PSSM). The PHANZ will require PSSM testing of all horses imported.
A positive horse by the term of definition is PSSM P1/P1 & PSSM n/P1. At the direction of the Association, all horses
bred from stock which are PSSM P1/P1 or PSSM n/P1 are required to be tested for PSSM.
Testing forms are available from the PHANZ office. No horse bred from PSSM P1/P1 or PSSM n/P1 stock will be
registered unless tested for PSSM. Test results are to be marked on the horse’s papers.
No PSSM P1/P1 foals/horses will be registered unless gelded or spayed. Imported horses or International horses
registered with the PHANZ for the purpose of frozen semen or foals resultant imported embryo must have their
PSSM status on file.
No PSSM n/P1 stallion/mare shall be breed to another PSSM n/P1 stallion/mare.
(e) Malignant Hyperthermia (MH). The PHANZ will require MH testing of all horses imported.
A positive horse by the term of definition is MH MH/MH & MH n/MH. At the direction of the Association, all horses
bred from stock which are MH MH/MH or MH n/MH are required to be tested for MH.
Testing forms are available from the PHANZ office. No horse bred from Malignant Hyperthermia MH MH/MH & MH
n/MH stock will be registered unless tested for MH. Test results are to be marked on the horse’s papers.
No MH MH/MH foals/horses will be registered unless gelded or spayed. Imported horses or International horses
registered with the PHANZ for the purpose of frozen semen or foals resultant imported embryo must have their MH
status on file.
No MH n/MH stallion/mare shall be breed to another MH n/MH stallion/mare.

Remit 2
109. HARDSHIP REGISTRATION
In special circumstances at the discretion of the committee, a hardship fee may be used, such fee to be determined
by the committee. (This clause relates to the lodging of forms and applications for progeny recoding and
registration).
(a)If due to circumstances beyond anyone’s control the correct paperwork including stallion returns and breeding
certificates are not available.
(b)If Sire and Dams DNA is held on PHANZ files and parental DNA is established beyond reasonable doubt then
registration applications should be approved at normal registration cost – but excluding the cost of Parental DNA,
this is to be paid for by the person applying for registration.
(c)DNA samples to be collected by a vet and certified by the collector as being from the horse applying for
registration with PHANZ.
(d)Were DNA is not available then it up to the discretion of the committee.
Fee was determined by the committee to be $250 plus normal registration fee, DNA testing fee and Veterinary fees.

Remit 3
117A. FROZEN / IMPORTED CHILLED
(a)Frozen / imported chilled semen is permissible under the following guidelines:
(1)Foreign stallions must be registered and classified with the appropriate breed registry of their resident country.
(3)Authorization from foreign owners to have an appointed representative or agent in New Zealand to sign all
relevant documentation.
(4)All horses conceived by frozen / imported chilled semen are required to be DNA tested prior to registration for
parentage verification. Both the resulting foal and the dam are to be DNA tested.
(6)Foreign quarter horses and thoroughbred stallions for these purposes will be allowable when they follow PHANZ
registration procedures.
(7)Stallion must test N/N for HYPP and HERDA n/Hrd or n/n, GBED n/Gb or n/n, PSSM n/P1 or n/n, MH n/MH or
n/n. Results must be put on the progenies file.
(b)PHANZ allows frozen / imported chilled to be used for an indefinite period from the date of the last collection,
under the following conditions:
(1)An agent must be appointed.
(2)There can be only one agent recognized for frozen / imported chilled semen of a nominated stallion.
(3)A breeding return must be submitted each year. This report must be furnished whether the stallion is deceased,
gelded or infertile.

Remit 4
112. UPGRADE FOR BREEDING PURPOSES
(a)All filly foals born from 1st August 2005 must be DNA tested before the filly’s progeny can be registered with the
PHANZ. A veterinarian may attend to collection of the hair sample, or the owner / agent provided the owner / agent
completes a statutory
(b)Declaration in respect of the identification of the filly / mare.
(c)Fillies / mares will require a. DNA testing to be complete and on PHANZ file
(d) Payment of relative fees
(e)All colts / stallions must be registered with the PHANZ for breeding purposes prior to being used for breeding.
Colts / stallions will be eligible for acceptance –
a)On production of a certificate signed by a qualified veterinarian stating that the horse is;
i.Not a crypt orchid
ii.Not a mono orchid
iii.That both testicles are fully descended and of even size
iv.Not parrot mouthed
v.Shows now visible signs of hereditary unsoundness
vi.At least 14 hands high at the withers
b)When DNA testing is completed and on PHANZ files
c)On payment of relative fees
d)A Veterinarian must attend to the collection of the DNA sample for colts / stallions.
(e)Any member failing to comply with this rule will incur a penalty fee
(f)Stallions four years of age and older must have been upgraded for breeding purposes to be eligible to be shown
and obtain PHANZ points. A registration certificate will be issued when all is in order.
g)In the case of a Quarter Horse Stallion that is eligible for PHANZ registration. If the said Stallion has passed Stallion
Classification by the AQHA-NZ Stallion Classifier and becomes an AQHA-NZ breeding Stallion, this will be sufficient
for Classification within PHANZ. The said Stallion will then become a recognized breeding Stallion within PHANZ,
after the payment of the PHANZ Classification fee.
(h)As from the 1st August 2013 before an Upgrade for Breeding Purposes can proceed a copy of a 5 Panel Genetic
test must be provided.
All 5 panel tests are to be on file and must be made available.
HERDA n/Hrd & GBED n/Gb & PSSM n/P1 & MH n/MH can be upgraded for breeding.
HYPP n/H or HYPP H/H & HERDA Hrd/Hrd & GBED Gb/Gb& PSSM P1/P1 & MH MH/MH horses will not be upgraded for breeding.
